Strategic Plan

Dear DFPC members and fire service stakeholders, 

 

We would like to thank you for taking the time to review the Division of Fire Prevention and Control’s updated strategic plan! This plan will provide the roadmap for the future of DFPC and our work to better support local agencies in Colorado. And while our ability to support our stakeholders has vastly improved over the past decade, much work remains to be done. While this document will remain fluid and adapt to the ever-changing needs across the state, it will provide the guidance and the framework for a unified and shared vision moving forward in the decision-making process. 

 

DFPC is one of six Divisions housed within the Colorado Department of Public Safety (CDPS). The Divisions within CDPS deliver numerous public safety functions and services for the communities of Colorado, including law enforcement and investigation, fire prevention and response, emergency management, and a variety of criminal justice support functions. Our motto at CDPS is "Safer Together" in recognition that public safety is achieved through the collaborative efforts of numerous local, state, and federal agencies in partnership with the people and communities we serve. This plan outlines how the Division will continue to make Colorado safer by investing in our partners and our staff. 

 

This document was developed through a robust, stakeholder-driven, collaborative process involving both virtual and in-person meetings hosted throughout the state in order to receive as much feedback as possible. Additionally, internal and external steering committees were established early on to help guide the process as well as to provide feedback on questions that arose while developing the plan. For those of you who took the time to participate in our planning process, thank you for your commitment to our effort to become “the nation’s premier state fire agency.” 

 

The leadership team of DFPC participated in the planning process, however, their role was one of technical support and historical perspectives rather than that of driving the planning process. For those of you that participated, you likely observed that the senior leadership kicked off meetings, and closed out meetings, but the majority of time they spent was in a listening role. The leadership team embraces the notion that the reality of servant leadership is that the higher you get in an organization, the more people you work for, not the more people that work for you. 

 

The goal, and this product, is a document that reflects the desires of DFPC stakeholders, both external and internal. History has proven that organizations, both public and private, who have ignored the voices and expectations of their internal and external customers eventually lose relevance, and fail. While it can sometimes be painful to hear others' perspectives of our performance, those who embrace open and honest feedback, and commit to improvement, are ultimately the most successful. That is who we are at DFPC. We are committed to and embrace the concepts of continuous improvement.

 

Many things have changed over the last few years and programs have been updated and implemented in response to an ever-changing public safety threat from fire in Colorado. DFPC provides a broad range of all-hazard services to our stakeholders, and we will continue to respond as needed and where needed to keep Coloradans safe. Our team of highly trained and dedicated personnel has become recognized as Colorado's lead fire agency providing prevention, investigation, training, technology advancement, and operational response and coordination, to all types of incidents in support of our local and federal fire service partners. We are excited to continue and grow this work. 

 

Regardless of each individual’s role within the organization, our strength is amplified by the unity of being personally committed to a high-performing team. Our success is based upon each other, and our commitment to one another, to make each other successful and safe. 

 

Thank you to all of you who have contributed to the development of this plan. We look forward to continuing to strive alongside you to make our communities and our state safer from the threat of fire while embracing the fire service core values of honor, integrity, service, and loyalty.
