Fireworks Regulatory Program

The Fire and Life Safety Section is responsible for administering the Fireworks Regulatory Program. This entails licensing of anyone who sells fireworks within the State and permitting of displays in areas without local fire authority. The requirements established by the Section are in addition to any adopted by local fire, building, or planning authorities.

Per Section 5.3 of 8 CCR 1507-12: All applications for a Retailer of Fireworks License shall be received by the Division at least thirty (30) days prior to the start of permitted activities. The deadline for 4th of July Retail Fireworks applications (stands) is 4 June of the licensing year.

Certifications for Fireworks Display Operators or Pyrotechnics Display Operators are done through Professional Qualifications and Training.

Fire Restriction (Ban) Information

The Colorado Division of Fire Prevention & Control does not offer refunds for Fireworks Retail Stand licenses fees, should a local Authority Having Jurisdiction (local authority) or the State, prohibit fireworks. You are welcome to complete this application. However, if your retail location is located within a Colorado County with restrictions on the sale, use, or possession of fireworks please refrain from submitting your proof of insurance and making payment until we have more information about the fireworks season.

License Types and Definitions
  • Retailer of Fireworks (stands)
    • Required to sell, offer for sell, expose for sale or possess with intent to sell permissible fireworks at retail. Valid from date of issuance to the end of the calendar year (31 December).
  • Display Retailer of Fireworks License
    • Required to sell deliver, consign, give or furnish fireworks to any person authorized to conduct a fireworks display in Colorado. Valid from the date of issuance through 31 August of the year following issuance.
  • Wholesaler of Fireworks License
    • Required to sell, deliver, consign, give or furnish permissible fireworks to a retailer for resale in Colorado. Valid from the date of issuance through 31 August of the year following issuance.
  • Exporter of Fireworks License
    • Required to sell, deliver, consign, give or furnish fireworks for export outside of Colorado. Valid from the date of issuance through 31 August of the year following issuance.

CBI Background Check

The Colorado Bureau of Investigations (CBI) currently conducts these checks for DFPC. No licenses or permits will be issued without a CBI Background Check response.
